How to get the refugee claims?

Hi, 

A couple of days ago, I read about the refugee claims in Toronto . It says that you are not eligible for a referral if:

1.You have been recognized as a refugee in another country to which you can return.

2.You have already been granted protected person status in Canada

3.You arrived via the Canada-US border

4.You made a previous refugee claim that was deemed ineligible for the referral to the IRB

5.You are the subject of a removal order.

Also, it says that the refugee hearing will be held anywhere between 30-60 days after you submit all the documents relevant to your claim. Anything more to add to this? Any new rules have been adopted by them? I would like to get the opinions from the experts here. It will be highly appreciated as always.
