Who or responsible tenet or landlord?

Hello there BP. I have a question that google couldn’t help me with so I decided to try my luck here. I’m currently renting a house. A few weeks ago I came home from work and when I went downstairs to do some laundry and noticed my basement was flooded. I knew somebody had already attended to it because there was a huge dehumidifier and an air blower plugged in that did not belong to me. I was pretty upset about the fact that he didn’t call me to notify about the flood or notify me that he would be in my home. I tried calling my him but I couldn’t get ahold of him. I finally got in touch with one of his associates and let them know I wasn’t happy about the fact that nobody notified me about the flood. They apologized and said to use the dehumidifier and air blower until it dried. Fast forward to today I get my electric bill and it is double what it usually is. It went from 130 to 260. So here is my question, is my landlord responsible for the extra cost of my electric bill or does that fall on me? Not trying to be cheap, but I’m saving for my first investment property and every cent counts right now. Thanks in advance.
