Landlord friendly laws

Hello, I'm a new investor living in the Silver Spring area.  We're interested in investing in the local area (within 30 to 45 min drive) and would like to find a niche based on areas with landlord friendly laws.  Anyone input on areas to look more closely at (friendlier laws) as well as those to avoid (less than friendly laws)?  Also, any advice on good resources for doing my own research on this topic?

Strict lead laws in Baltimore and Hagerstown. Montgomery County rent is not late til the 10th day of the month. DC and PG county require a crew of people for an eviction and size of crew based on size of house. Rental licenses required in Montgomery, PG, DC, Howard, Baltimore..not sure of others.

Best education you could get on tenant friendliness is to go sit in housing court a couple times in each county/jurisdiction.
