Bandit Sign Questions

Trying to figure out which counties in Maryland prohibits bandit signs placements. I've tried googling for answers and I'm confused more than ever with complicated rules / laws about this subject. Anyone here had experience with putting signs up with success and no fines? Where is it allowed and do I need a permit?
