Property confusion- zoning - permits etc

A property in texas I am interested in that has a house in the front, and a duplex built in the back of the property says this in the description. Would this be a hassle to fix and get going or would this be a simple solution and worth going after.

"OWNER HAD PERMITS TO DO ALL THE WORK BUT 3 PERMITS STILL OPEN. HE SAYS HE DOES NOT HAVE TIME TO DO THIS AND NOT MUCH INTEREST. STARTED PROCESS TO ALSO, WITH 3RD UNIT NOW NEEDS REZONED. SELLING THE WAY IT SITS. NO PERMITS OR ZONING WILL BE DONE BY SELLER AT THIS TIME."
