General Contractors in Texas:  If I hire a GC in say Houston, and part of the rehab includes some major electrical and HVAC work, does the GC need to be licensed in those areas, or is that just the sub that needs them?

Only the subs need to be licensed in their trade. Sometimes you will find a GC that is licensed in those areas and does it himself, but more often than not they sub it out to a company with the license.
