Recertification update no answers since 9/1/21

Can't get any answers 1st application applied for the 3 months approved for 2 immediately recertification sent September 1 now placing me 4th back rent. Landlord has waiting 90 days that ramp request before re filing eviction. Our only help is to wait online an hour to be hung up on. How is such a long process keep ppl from being homeless whole process is unreal recertification should not take almost 3 months to review. Anyone having the same issues?
