Starting a PM Company in Birmingham

I've been thinking about starting a PM company for a while. However, I have a question. 


Is it true, I would need a Real Estate broker's license? 

Or..


Can I begin managing a house or 2 without the broker's license?


FYI, i'm currently finishing up my courses and should have my RE license by December, so becoming a broker would be my end goal.

Any thoughts appreciated! Especially if you are from ALABAMA.
