In need of strategy for restarting

I invested in properties in 2006. Have had the property since. My loan was $250,000. I am now down to about $45000. I was inexperienced didn't know what to do and handled it all wrong as for as getting a property manager. Now I am in another city, renting. I want to buy the property I am in as well another investment property this year. Let me remind you, I still owe on the other property. However, I have a decent income, a steady job but I will need to get a loan to assist in getting started. I really believe that this would be a great time for me to restart investing regardless of what is going on around us. Now I just need some help on which moves to make.
