Land Evaluation and estimate to build a home

Hi BP friends,

My friend is in the process of purchasing land in the pacific beach area. He is needing estimates on building a home on the land. The land is going to need to be graded and also will need to build access for plumbing, sewer, electricity etc. Does anyone know of someone or trade that can give him an estimate for this process?
