2 Acres In A Multifamily Zone

I just purchased a duplex on over 2 acres. 

Question - I want to add fence in parking to store work trucks etc. in order to obtain some additional cashflow until I have enough money to build. Where do I start to get this approve by the city since it's not a commercial area? Is this even possible.

Help.
