Real estate professionals and investors in the area

In the Jacksonville area the prices for real estate are so low, most cars are worth more than properties there. I was wondering if any locals or seasoned investors are looking to expand their portfolio and purchase blocks of houses, revitalize them, and set them up for rentals. Prices for these homes are less than 10,000 in some of these areas. Any thoughts or information about the Jacksonville area would be great.
