Anchor bolts on detached garage

Hi all. Moving to Chicago next month and I am under contract for a 2-flat in Chicago.

The garage is detached and is not properly secured with anchor bolts. My questions are:

Is this a code violation? I was told conflicting things and cannot find information online.

If it were your property would you ask the sellers to address this or would you fix it yourselves?

Do most garages in Chicago have anchor bolts?

Thanks in advance for perspective. I look forward to joining the Chicago Real Estate community in another month.

@kurt schuepfer - Where exactly on the garage are you referring to that needs anchor bolts?  Typically, I've seen anchor bolts in the bottom sill of the garage that are cast into the concrete.  I am assuming you are buying an older property since the majority of buildings in Chicago are 100 years old, in that case, it's unlikely the garage would have anchor bolts.

I lean on your inspector or get someone out there to visually inspect the garage.  If it's solid and not going anywhere it's probably not a big deal.
