Strange Rods sticking out on the side of my house

Hey guys,

I have an older lakewood house maybe 100 years old and there are these strange poles sticking out. Seems like a hazard.

Couple questions. 

1. Is it safe to remove?

2. What is the best way to remove them? Dig them out?

I have attached a picture below.

The back two look like old grounding rods. The from looks like rebar in a casing - so that one is a little baffling. Have an electrician check to make sure your house is properly grounded since those are disconnected.
