why would this happen in the garage?

Hey guys! We tried painting the ceiling in the garage in one of our rentals and the original paint pealed onto the roller the moment we put the new paint. What do you think the reason might be?

Original paint was not done correctly or there was moisture that allowed the paint to pull free.
