Licensing for fixing your own property

I wanted to add a second floor on a potential property. I used to have a framing subcontractor license, and would like to do it myself, and the electrical. If I do it, will I have to wait a year to sell it? The owner builder affidavit states it's a class a misdemeanor and $2000 dollars a day or some mumbo jumbo. Can anyone clarify that?
