French door dead bolt locks in florida

Do French door dead bolts in Florida need to be keyed on both sides of the door or Keyed on outside and normal knob on inside? I can see the reason for both. Keyed on inside due to breaking of glass and undoing lock with knob. Keyed on inside is safety issue can not easily open door in case of emergency. Thoughts? Bill
