I need a little direction and assistance with planning

I'm doing a two car garage conversion into an apartment, all of the zoning is there, I'm lost as far as getting the plans drawn up, I have tried talking to the Kern county planning office and they can't give me a straight answer. I need to know what a reasonable price is, and what needs to be on the plans, any help would be appreciated
