Is A Permit Required?

We are doing our first flip in Denham Springs, LA, just outside Baton Rouge. The house got about 5' of water and has been completely gutted all the way to the studs throughout. All electrical, plumbing, and AC will be brand new throughout. Is a permit required for this type of work? If a permit is not obtained what could be the consequence?

Not sure if this is the same flooding, but here is an article from August about the flooding there and permit requirements:

DENHAM SPRINGS - The City of Denham Springs released a statement regarding permits for repairs to structures following the recent flood events.

City officials reminded everyone that the first step in the process is to remove all wet materials and let the building dry out. After “gutting” the structure, officials stated it was critical to allow time for the building to competently dry out. The removal of storm damaged materials does not require a permit.

Structures that received over 18 inches of water inside, however, will be required to obtain a permit before repairs can be made. There will be no fee for the permits related to storm/flood damage, according to officials.

Buildings that received 18 inches or under of water will be exempt from those requirements.

Businesses and families are urged to cooperate with them throughout the permitting process. Residents are also reminded that repairs made without "obtaining a permit, the owner may suffer steep financial consequences at a later date: the structure's flood insurance premiums may increase by hundreds or even thousands of dollars per year, the owner may become ineligible for future state or federal funding or relief, or the owner may even be required to elevate the structure at their own expense."
