Programmer for Tax Delinquent List

Hi everyone! I have obtained my first tax delinquent list from the county. However, the only format they send it in requires a programmer to program the data. Has anyone ever done this before? If so, how did you go about finding a programmer to program the data for you? Any information is helpful!
