These are the upper cabinets in kitchen. All of the bottom surfaces look like this, and there are shavings:

Looks like crappy particle-board that picked up too much moisture (perhaps just from being in a vacant house too long).

Most likely nothing to worry about...just cover it up with some shelf liner and/or paint...
