Could this be a structural issue with house?

This is on the side where there is a garage conversion (which I would undo, in any case). They did not have a permit to do any of this. I have talked to the county about the garage, which doesn't sound like it would be a big hassle to convert back, but would this be a problem? There is also a window-shaped area where they have done this.

Can't tell and not enough information about any observed problem. Can't tell if there is a crack running at a level course line or not. The wndow or door appears to be solid. Foundation and/or shifting of loads shows up as cracks running at angles. If you are going to open that up again, I would add a brace on the inside of the wall long the rafters with a couple of posts on both sides, not to raise the ceiling but to be tight and help support it while I demo the concrete in the opening. Then frame the opening (it may still be framed and covered up...even so, I would frame it again if will allow the required openeing). But really, I would leave it alone, sheet rock and paint covers a multitude of sins too. I'm sure the building inspector will tell you what needs to be done to pass inspection.
