Live in flip in the unincorporated (county) area of Los Angeles

Hello fellow BPers

I am looking at a property in the unincorporated area of Palmdale, CA.   I am planning on doing an initial rehab then start an addition (Master sweet) to the current property within the first year.  I have talked with Building and Safety already to see about permits.  

It does not make sense to do the flip if I cannot build the addition.

Has anyone done an addition with LA County? I am planning on speaking with 

Building and Safety Dpt

Health Dpt

Fire Dpt

I have a builder and contractor lined up already. 

Should I add anyone to the list prior to making an offer on the property?
