Vacant property -elderly owner

Hello, looking for some advice:

I found a great home in a fantastic area that has been vacant for over a year. After speaking with neighbors the owner was moved into an assisted living home and her brother was suppose to be caring for the property. After contacting the brother, he too is elderly and not in good health and wants nothing to do with the property at the moment. The actual owner is not reachable.

Any thoughts?
