Lead Base Paint, Radon Gas, & Mold

I'm considering a 1910 HUD house that HUD is giving $4,000 allowance at closing for the LBP removal. Did a goggle search and see that sealant is the preferred method...Can I can do for alot less than $4K or do I have to have a licensed constractor do this? Who inspects the end result? I don't understand why this was not removed along time ago, when HUD financed the last owner? If I have this treated do I need to disclose to buyers and/or renters it has a history of LBP?

There may also be radon gas and mold. I see there are test kits I can get at Home Depot, etc, any have experience with these? Looks like Id have to send the mold results to a lab? Is radon and mold removal expensive?

Thanks in advance for your experience,
