Considering buying a condemned row house

Hello BP fam!

I am a total newbie from the NOVA area looking to purchase my first property in baltimore city; however, I am a bit sketical because its in a bad neighborhood. If I were to purchase this boarded up row house, what are some steps i can take to prevent vandalism and theft (ie copper)?
