A Bit of a Loaded Question about: Abandoned Props & Tax Sales

Hi BP! 
- I have a bit of a loaded question (which is just two questions in one post) So, please bare with me?

1) I've located a few abandoned properties in my area, of Birmingham, AL but I would like to know who would be a good point of contact in the City or County Records Office, if anyone has experience dealing with the City of Birmingham?

2) My second question: I have specific targeted areas in also in the Atlanta, GA which I frequent, but I've been having a little trouble getting a listing of properties in Pre-Forclosure or Forclosures, possible in prep., for Tax Sale.  Does anyone in the Atlanta area or anyone who has experience know I can get a Listing of Props ready for Tax Sale?
