Re-fiance water and electric

8 months ago I bought a property cash in Orlando. Fast-forward today I am doing a cash out refi. Found out there is a lien for electric and water bill for $2000 from the previous tenant/owner. I had to pay allthat at closing. My question is can I get the previous title company to reimburse me for that, since they sold me a bad title.. What should I do next?
