Florida Tax Certificates

As some of you may know, Florida tax certificates are currently up for sale.  For the county I am investing in, I am using realauction.com.  I have noticed some certs have thousands of bids, many of which I am sure are at 0.25%.  I am just wondering how the allocation process will work?  Does anyone have any information on that?
