Inability to reach the washer&dryer in the basement

If there is a 2-story duplex in west boulevard that the upper unit cannot have access to drier and washer and storage in the basement is it worthwhile pursue this property and in what reduction in the price?

I have a 3rd-floor tenant in this neighborhood who has access to the basement but doesn't use it. So you just need to find a tenant who doesn't care about those things. 

You're not going to get a reduced price for something like this.
