Thoughts on Fix and Flip in St. Bernard?

I'm curious if anyone has any information on the market in St. Bernard? I've always thought of it as a dwindling suburb of Cincinnati. But, with some of the older neighborhoods being on the up and up like Norwood and North side, I am wondering if St. Bernard has started turning around. Or should I avoid it like the plague?
