Tenant Relocation License

Hi BP! I just bought a lot and plan to tear down the existing house. I was thinking to rent the existing house out before we get the permit. However, I just learned about the Tenant Relocation Ordinance in Seattle. I was wondering if I rent the house out with a month-to-month agreement and vacate the house before we submit the permit, am I still required to apply for the tenant relocation license?
