new investors interested in buy and hold in richmond area

Dear Richmond BP experts, 

   Nice to meet you all! I am basically just starting out trying to invest in the Richmond area because my brother moved there for a job, so I thought I covered the "boots on the ground" requirement for investing out of state.
  I am interested in hearing some suggestions regarding where to buy/hold single family properties in Richmond that you think can be a decent neighbourhood with good rental return.  I think my price range is max at 250k, but I don't mind buying sub 100k ones as long as they are not too much hassle to deal with? Basically any input from you will be great for a newbie like myself :) Thanks to everyone in advance for your time and considerations.
