First flip - inspection questions

I am in the okc area and just put my first offer in on an REO property (all cash). Just trying to think ahead in case my offer is accepted and I have a few questions:

1. Any good home inspector recommendations?

2. The property has been winterized and utilities are off. What is the best way to get utilities on for thorough inspection?

3. The 3 issues I am most concerned with that my offer is contingent on are the roof (1700 sq ft single story - cost to replace? 8k?), foundation (a few cracks in drywall in master bedroom) and possibly duct work (all registers have been removed and there are cobwebs and junk visible ( may just be part of winterizing? Or just need duct cleaning?) the ducts are in floor on slab foundation. House built in 1977.  I built in 25k in cosmetic repairs into offer and there is equity to play with but don't want to get too crazy assuming there is plenty of room for error with each additional problem I find.

4. With house of this age is lead paint or asbestos a concern? I know both were officially outlawed right around this time.

5. Is an inspector able to give a good estimate on foundation issues or would paying additional $ for a structural engineer be warranted/prudent?

6. What is best way to handle tree right next to the house? Maybe 25-30 ft tall. Multi trucked each 4-6 inch thick. Is removing a problem if roots decay over time leaving a void? Or don't worry about it and just cut down and grind stump?
