So I was approved by a hard money lender for a project, the only requirement is to come up with some money to get appraisal and other small fees and I am stuck because I don't have the amount necessary to cover it, do I just cut my loses?

If you don't have a few hundred dollars for the appraisal, it's probably better that you not be taking on debt for a project.
