Appraisal Difficulties

Has anyone had difficulties getting Fannie Mae to allow an appraiser to turn on the  water and test the heating system in a vacant foreclosed home owned by Fannie Mae?  I am applying for a loan on a duplex, and the agent for Fannie Mae won't allow us to pay to have the water turned on and the heating system fired up, so the appraiser can finalize an appraisal.
