Distressed Home in Rowland Heights With Interested Seller

Hi Bigger Pockets Community,

I received a called from an owner of a distressed vacant home that is interested in selling. This came from letters that I sent out. The home is located in the Los Angeles County Rowland Heights area. This will be my first deal so I am pretty lost in what is the best approach is in making an offer and working towards getting this home flipped? What form to use to make the offer and how to make a good rehab estimate. 

What is a good estimate home that needs a complete rehab (been vacant for 8 years).

The home is 1500 sqft 12,000 lot, 4 bedroom, 2 bathroom in Rowland Heights, CA.

Interested in anyone with experience interested in partnering up.
