How to write a Policy for tenants

Hi! I have 3 rentals and I manage them. A few days ago I read a very interesting post about simple rules to follow with tenants and one was to have  A POLICY where tenants can refer to when thy need something. Any idea how to write a policy? What should I include? Anyone willing to share? Thank you!
