Is this a good deal?

I found a tri-plex asking $205,000. The taxes are $3500. Not sure about the insurance but can expect to pay $1000. There is one one bedroom rents for $625. Another two bedroom at $950. And the main level rents for $1050. However it does needs the floors refinished. Should cost around $4000-5000 to refinish. Plus the downstairs is a wet basement so not rentable however is plumbed for washer and dryer to add additional income. The house was built in 1900 with the exterior stucco. Greatest thing is the roof has been replaced as well all of the plumbing and electrical is done. Not extra expenditure there. The property is out of state so will need a pm to take care of property. What do you think. Plus this is my first post but been reading and making REI a goal for passive income. Should I use the BRRRR or buy and hold? Thanks everyone.
