Invest in Indy or OH!

I have been doing my homework and narrowed to these two areas.  I live in neither, but feel I can find the right "boots on the ground"....  Assuming that factor and proper strategy being equal, are there any tips, pros/cons anyone can offer regarding one area out-weighing the other?
