A realtor contacted me and asked if I determined market value by assessed value which I don't. My question is who does how and why?

Who uses:

1. Lawyers trying to extort money out of people when they are suing them

2. Idiots

3. Tax assessors (see item 2)

4. I think insurers may use it as guidance sometimes too
