Buying a Manufactured home property and refinancing

Looking to buy a manufactured home buIld 1976 is a good land area and with a large shop on site. However the property is being sold cash only sale and is at a decent price. My question is if I buy this home cash via HELOC and Hard Money can I refinance? I have been warned that a manufactured home can not be refinanced if it is as old as being build in 1976. Advice?
