Appraisal District Increasing the value of the property

Has anyone beat the appraisal district? I have another duplex in San Angelo TX and just received a letter, they value the property an increase of$70,000 more. Yes you heard right, a jump of 70k  which sky rockets the taxes and cashflow. Need advised on how to go about this. I sent the form back refusing the 70k increase.
