Lead Generation company RE License?

I've been searching here and on the web for days but I just can't find the answer to my question anywhere.

Does a Lead Generation Company need to have a RE License in order to operate?

Also, does it need to get a RE license in order to show/get referrals to/from others?

Any comments, suggestions and solutions would be highly appreciated.
