Marketing from scratch/plan

I've been listening to multiple podcasts a day and realize I really have to start marketing. I would like to get a ball park cost price on what I want to do. If my plan doesn't seem like it'll be successful please give pointers on what I should be doing. build a website first -What websites do you recommend and how much are they to set up and run? -is it user friendly? Once the website is built now I need to get traffic there, I plan on sending out postcards and/or yellow letters out to every single family home in one town. - what is the most efficient way of doing this?
