Book on managing maintenance staff for 450-unit property

I am looking for a good book or other media on how to best manage the maintence staff of a 30-year-old low-rise grade B property. Goals are compliance with HUD inspection requirements, tenant satisfaction, safety and enhanced property value. Another consideration is efficent make-ready for speed, quality and cost. How do you obtain maintenance people and keep them productive.

@Mike Nelson now I want to know where this 450 unit property is at! Is this in Oak Park??

I have never seen any book like this exactly, although one of my friends invested in a property management manual that is a completely built out manual he purchased. I can ask him where he purchased it. I am fairly certain that is what you are looking for here, but at 450 units I would question why you would insource that instead of bringing in a large PM company with a regional manager for 3-4%.
