Smells like weed but they claim not to smoke.

I own a duplex. The topping has been vacant since October 1. It took us a little bit of time to clean up and have it ready for a renter. The lower unit has been an occupied for almost 12 months. Whenever we go over to the property when you walk into the common area. It smells of weed. I have spoken to the lower Tenent several times about this. She claims that it’s not her but there’s no one else at the property. We keep having people very interested in the property but when they walk through the door and smell weed, they are turned off because they don’t want to have their kids around that type of atmosphere. The lower tenant pays on time and has never caused much of an issue except for this.  What would you do in this situation? Do I let her lease expire at the end of the month and try to put two tenants in each unit that won’t give me any problems with smoking? Or do I keep looking for an upstairs tenant who is less sensitive about the smell?

    The smell could be drifting in from somewhere else or perhaps someone is growing in the vicinity. I was at the beach with my kids lately and it's surprising how far the smoke can drift as it smelled like someone was smoking 10' away but they were quite a distance when I ID the source.
