Any model cities or ADU zoning roll out?

I'm working on a proposal for our city council allowing ADUs to built on non-owner occupied and multifamily properties.  Madison, WI currently restricts ADUs to owner-occupied SFHs.   We're of course severely undersupplied on rental units. 

Are there any great examples of cities allowing ADUs more widely with sensible zoning and positive impact?

Any help is much appreciated!

Santa Cruz , CA recently changed their ADU policy to allow their construction regardless if the property is owner occupied. This non owner provision applies to units built between 2020-2025. ADU's built before 2020 still require an owner occupied unit. The idea is to entice new construction.
Some of this easing of regulation is a result of state mandates that are designed to chip away at local government's new construction roadblocks.
Santa Cruz, like Madison, is a university town with an average rent of $2,600 for a 1 bedroom. So it looks good from a political standpoint to promote new construction of smaller living units.
