What work can owner do and how to get permits for owner occupied <= 3 unit in NJ

I’m looking for how to find out how to get permits ( what needs to be filed, where and how to file) for work an owner can do in NJ for an owner occupied <= 3 unit multi-tenant.  
I’m handy and have done construction but have no experience with filing for permits or how it works for multi-tenant owner occupied in NJ.
