Contractor Requirement -- First Duplex in MN

Hey all!

Just had our first home offer accepted today. We're pretty excited. We'll live downstairs and rent out upstairs.

Was looking forward to doin some stuff on our own, with help of folks. We were definitely going to pull required permits, which was going to be annoying because so much requires a permit in MN, but wanted to take advantage of resources in our community -- for example, my FIL is a retired HVAC tech who offered to out in vents and/or mini-split system. 

Saw the following blurb on the State of MN website. 

Rental property, duplexes, and non-owner occupied single-family houses and townhouses need to use licensed contractors for plumbing, electrical, and mechanical work. Licensed contractors may also be used for building permit related work.

Does this really mean that we have to hire contractors for pretty much everything? How do people house hack affordably in MN when every fix/upgrade needs to be hired out?
